Natural Resources Specialist

As a Natural Resources Specialist you will be responsible for carrying out environmental planning for the Rocky Mountain Region (RMR) by supplying expert advice to management on environmental quality, preservation, and enhancement activities. This includes preparing environmental assessments, analyses, and other documentation to implement the National Environmental Policy Act (NEPA) of 1969. It also includes overseeing RMR programs to ensure compliance with all other applicable environmental planning and protection laws and regulations, Department of Energy regulations, orders and policies, and Western Area Power Administration policies and directives. The position requires effective coordination with State, local, Tribal and other Federal government agencies, private industry, contractors, and the public to ensure compliance with environmental standards and requirements. Specialized experience for this position is defined as:
GS-11 - Experience serving as a National Environmental Policy Act NEPA technical specialist, assisting with NEPA evaluations and assessing environmental impacts for federal projects. Experience preparing a variety of natural resources planning and compliance documents to ensure compliance with NEPA, Section 7 of the Endangered Species Act and other related natural resources protection legislation. Experienced identifying potential data gaps and analytical inconsistencies in environmental documents. Assisting in the identification of impacts on plant and wildlife resources and providing suggestions for avoidance and/or mitigation; experienced with assisting in meetings, workshops and negotiation sessions on NEPA issues with other scientists in other Federal, state and local agencies as well as the general public. GS-12 - Experience serving as the lead NEPA technical expert and environmental planning lead, formulating or overseeing the preparation of a broad range on planning and compliance products relating to NEPA for state or federal projects. Experience in conducting environmental/biological analyses; working with the US Fish and Wildlife in fulfilling Section 7 of the Endangered Species Act and other related natural resources protection legislation. Experience in identifying data gaps and analytical inconsistencies in and ensuring overall quality of environmental documents. Developed approaches to resolve complex conflicts arising from continuous changes in programs, policies, guidelines, technology and conflicting ideas. Experience in the identification of impacts on plant and wildlife resources and providing suggestions for avoidance and/or mitigation; conducted portions of meetings and presentations along with drafting appropriate meeting and presentation material for environmental projects and interacting with scientists as the NEPA lead in other Federal, state and local agencies, as well as the general public. Ability to develop statements of work for environmental contracts, participate on evaluation teams and administer contracts. Ability to communicate effectively both orally and in writing and to be able to provide staff archaeological services and presentations to a variety of professional and nonprofessional agencies and persons.
