Realty Specialist

Independently develops, implements, and manages land rights policies and procedures, standards, and procedures to support all maintenance and construction related activities. Coordinates the various land acquisition functions through proper planning and scheduling to ensure timely completion of land related activities. Works collaboratively with staff in environmental, field maintenance, vegetation management, construction projects, HQ's Lands Manager, and the Office of General Counsel (OGC) in the preparation and use of land use documents and serves as the region's subject matter expert by providing technical assistance in developing and managing right-of-way acquisition, including survey standards and damage payments. Ensures WAPA-wide compliance with Federal regulations and standards. Provides and reviews land appraisals for approval by WAPA's Chief Appraiser. The appraisals include:
comparable sales data, maps, property information, and detailed information of the acquisition. Appraisals are reviewed to validate accuracy and appraisal methods used. Acts as senior negotiator and is assigned complex negotiations with landowners for a variety of land and land rights to fulfill WAPA construction and maintenance needs. Recommends condemnation proceedings when negotiations fail or when title is not acceptable. Ensures that landowners are provided with accurate and complete documents to review and responds to questions and requests for additional information. Provides oversight, guidance and coordination of activities for work assigned to other realty staff assigned to the Region including at various times, realty specialists from other regions and contract staff. Prepares and directs the preparation of contracts and supporting documents to acquire land and land rights through fee purchase or easement. Assures documents contain conditions that reflect negotiated agreements yet protect the interests of WAPA. Prepares or directs the preparation of affidavits, mortgage releases, disclaimers and other documents as required by the OGC to cure title defects and assists landowners in obtaining such documents and placing them of record. Skills in the use of verbal persuasion and in negotiation techniques in order to accomplish the goals and objectives of the land acquisition function in Lands. Ability to effectively communicate both verbally and in writing on all management, technical, and policy issues as well as the effective conducting of meeting and briefings at all levels of the agency. Knowledge of project management procedures and practices, especially as they pertain to team-oriented organizations. Ability to develop task orders, resource use and commitment matrices, skills inventories, establishing milestones and dependencies, issuing progress and completion reports, and development of risk assessments and solutions.
