Power System Dispatcher
The incumbent develops, coordinates, delivers, and facilitates training for WAPA and non-WAPA personnel in safe switching procedures. The incumbent is responsible for administration of the Dispatcher training and certification programs. The incumbent possesses knowledge of presentation methodologies on subjects of technical nature and is capable of presenting this information to audiences with diverse technical backgrounds. The incumbent is responsible for providing initial training to new power system dispatchers and trainees, and for providing established power system dispatchers with ongoing power system, switching, and tools training. Must possess a high degree of theoretical and practical knowledge of power system operations. The incumbent provides individual employee performance development to meet applicable NERC Standards; FERC Orders; and DOE/Western policies, procedures, and guidelines. The incumbent develops and maintains documentation for demonstrating power system dispatch compliance with NERC Standards. This experience is progressively responsible and concerned primarily with system operations of a large power system (100-kV or above). Specialized Experience Requirements for the AD-5 LevelTo qualify for AD-5 level, you must have 1 year of:
1)Power system operator experience, equivalent to the AD-4 level (journey), with centralized SCADA/EMS control and decision-making responsibilities to maintain adherence to NERC reliability standards of a power system with 100-kV or higher voltage transmission lines, substations, and interconnections to other utilities; or 2) Engineering experience (with engineering degree, or certification as either EI, (Engineering Intern), EIT (Engineer in Training), or PE (Professional Engineer), equivalent to the GS-12 level or higher in power system design, planning, maintenance, construction, SCADA, EMS, or operations.Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs).
