Supervisory Civil Engineer

The Supervisory Civil Engineer in the Office Engineering group for the Rocky Mountain Region (RMR) Engineering and Construction Office, serves as Office Engineer and technical expert responsible for in-house and contractor designs and surveys; cost estimates; specification preparation; and contract administration functions for construction contracts for the Construction Program. This position provides leadership with program planning and direction, project management, preconstruction and design engineering, office and field engineering, contract management, quality assurance, safety, and environmental compliance. Specialized experience for this position is defined as:
GS-13 -Experience which demonstrates engineering knowledge and techniques of design, construction and inspection particularly as they relate to the construction of a high voltage power system (specifically transmission lines and substations rated 115-kV and above) in an effort to manage the regional construction inspection program. Ability to clearly communicate technical direction and guidance to staff for project assignments. Knowledge of the Federal contracting necessary to participate in the administration of contracts, and to receive certification as Contracting Officer Representative (COR). Knowledge of construction practices, policies, and methods involved in construction of power system facilities in order to coordinate construction, inspection, and testing activities. Knowledge of, and skill in applying, technical engineering (civil, mechanical, structural, electrical) methods, techniques, procedures and practices in any of the above disciplines. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
