As a Public Utilities Specialist (Settlements), you will:
Serve as a Public Utilities Specialist to collect, compile, and process energy accounting data for settling all aspects of transmission, ancillary services, loss accounting, and other power settlement activities for the Rocky Mountain Customer Service Region (RMR). You will also be responsible for remote meter interrogation of power meter devices. The Public Utilities Specialist utilizes a variety of software to collect, analyze, and evaluate power accounting data. Maintains a knowledge of power contracts and other agreements and participates in the review processes and is responsible for compiling energy and transmission data for billing in accordance with contractual provisions, reconciling energy accounting data with other utilities, and submitting periodic power accounting reports. This position exercises independent judgment in the monitoring of these energy accounting matters, ensuring the financial integrity of RMR, especially as it relates to the balancing of loads and resources for participants within the Western Area Colorado Missouri (WACM) Balancing Authority. All major duties are performed under the guidance of the Senior Public Utilities Specialist for the Settlements Division, with an Operations Electrical Engineer in an advisory position. Grade GS-09:
1-year work experience that is equivalent to at least GS-7 level, defined as:
Experience collecting and processing large amounts of numerical data for billing or analytics. Experience utilizing multiple systems to prepare and organize data for accounting and reconciliation. Experience conducting comparison of data, analyzing and researching variances; provides logical/concise explanations for variances and/or fluctuations. Possesses advanced level skills in the use of Microsoft Excel such as; pivot tables, graphs, vlookups, and macro integration. -OR- Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. -OR- A combination of education and experience as detailed on the Office of Personnel Management website linked here.Grade GS-11:
1-year work experience that is equivalent to at least GS-9 level, defined as:
Experience working in the electric utility industry. Experience collecting, compiling, processing, analyzing, and validating large sets of detailed and complex data; performing quantitative analysis, accounting, and reconciliation to evaluate data and applying knowledge of electric utility industry. Possess advanced level skills in the use of Microsoft Excel functionality and capabilities. Experience using advanced excel functions such as, pivot tables, graphs, vlookup, and macro integration. -OR- Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.-OR- A combination of education and experience as detailed on the Office of Personnel Management website linked here. 1-year work experience that is equivalent to at least GS-11 level, defined as:
Experience performing after the fact accounting of energy and transmission sales and computing and evaluating settlements data for billing. Experience with power contracts, tagging procedures, and scheduling of power. Knowledge of balancing authority interchanges, tie points, and sub-control area boundary conditions and how they may affect the flow of energy. Knowledge of electric metering and billing. Experience collecting, compiling, processing, analyzing, and validating large sets of detailed and complex energy and transmission consumption data; performing quantitative analysis, accounting, and reconciliation to evaluate customers balancing of load and resources. Experience using advanced excel functions such as, pivot tables, graphs, vlookup, and macro integration. KSA's:

Ability and aptitude to learn the provisions of complex power contract agreements and apply such provisions to billing calculations. Experience working with a large amount of numbers to review, audit, and verify accuracy of data. Experience using spreadsheet, database, or word processing software to prepare reports and analysis. Ability to explain basic concepts and principles clearly in a manner others can understand, and handle routine issues effectively with peers, superiors, and external customer organizations. Grade GS-11 & GS 12:
Knowledge or experience using revenue quality metering software and various meter data file types and meter communication protocols. Experience determining customer's firm, nonfirm, and unreserved use of point to point transmission utilizing the OATI webTrans software. Knowledge of interconnected system operation operating criteria, balancing authority control area concepts, energy accounting, billing, and metering. Experience performing utility business practices such as scheduling or marketing of power or transmission, settlement or after the fact accounting. Experience preparing studies and routine analysis to evaluate settlements and billing data, including but not limited to; energy schedules, transmission tags, interchange deviation balances, forecasted generation and load, reserve activations, meter reads, real time scada data. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
