The full performance responsibilities of this position are to serve as a Public Utilities Specialist to collect, compile, and process energy accounting data for settling all aspects of transmission, ancillary services, loss accounting, and other power settlement activities for the Rocky Mountain Customer Service Region. Responsible for remote meter interrogation of power meter devices. Utilizes a variety of software to collect, analyze, and evaluate power accounting data. Maintains a knowledge of power contracts and other agreements and participates in the review processes. Responsible for compiling energy and transmission data for billing in accordance with contractual provisions, reconciling energy accounting data with other utilities, and submitting periodic power accounting reports. This position exercises independent judgment in the monitoring of these energy accounting matters, ensuring the financial integrity of RMR, especially as it relates to the balancing of loads and resources for participants within the Western Area Colorado Missouri (WACM) Balancing Authority. All major duties are performed under the guidance of the Senior Public Utilities Specialist for the Settlements Division, with an Operations Electrical Engineer in an advisory position. Experience:
1-year work experience that is equivalent to at least GS-7 level, defined as:
Experience collecting and processing large amounts of numerical data for billing or analytics. Experience utilizing multiple systems to prepare and organize data for accounting and reconciliation. Experience conducting comparison of data, analyzing and researching variances; provides logical/concise explanations for variances and/or fluctuations. Possesses advanced level skills in the use of Microsoft Excel such as; pivot tables, graphs, vlookups, and macro integration. Ability and aptitude to learn the provisions of complex power contract agreements and apply such provisions to billing calculations. Experience working with a large amount of numbers to review, audit, and verify accuracy of data. Experience using spreadsheet, database, or word processing software to prepare reports and analysis. Ability to explain basic concepts and principles clearly in a manner others can understand, and handle routine issues effectively with peers, superiors, and external customer organizations. EXPLANATION OF TERMSAn academic year of undergraduate education is defined as 30 semester hours, 45-quarter hours, or the equivalent in an accredited college or university or 36 weeks at an accredited business, technical, vocational, or qualifying educational institution for at least 20 classroom hours per week.An academic year of graduate education is defined as 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement or the number of credit hours that the school attended has determined to represent 1 academic year of full-time study.Experience refers to paid and unpaid experience.
