Electrical Engineer

Incumbent works under closer supervision and works in a developmental capacity performing assignments and completing training, both of which are aimed in preparing the incumbent to gain the knowledge and skills necessary to perform the duties outlined in the job description. The incumbent receives progressively more responsible assignments as experience and training are received to the next higher level. Apply a number of diverse engineering practices, techniques, and processes to identify and resolve problems which could impact success. Perform analysis and uses systematic, disciplined, quantifiable approaches to implement, develop, and document program requirements. Recommend and evaluate procedures and employs innovative techniques and methods to achieve goals. Develop, execute and review policies, processes, and procedures of a special or miscellaneous character that span multiple scientific and engineering disciplines involving the application of knowledge of such fundamentals. Recent Graduate candidates must meet the qualification requirements consistent with OPM qualification standards applicable to the position being filled by the closing date of the announcement. To be rated qualified for this position, you must meet the Basic Requirement for Engineering Positions A. Degree:
Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ANY one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Specialized Experience - One year of specialized experience equivalent to the GS-05 level performing developmental level engineering related to the high-voltage transmission (100 kV and above) electrical utility industry. For the GS-7 level, you must have completed 1 full academic year of graduate level education OR eligibility under the superior Academic Achievement Provision after completing a bachelor's degree.Superior Academic Achievement for GS-07:
Successful completion of a bachelor's degree from an accredited college or university with Superior Academic Achievement. To qualify based on S.A.A., education must be fully qualifying for the position being filled. Applicant must meet one of the following provisions for superior academic achievement:
1. A standing in the upper third of your graduating class in the college, university, or major subdivision. 2. A grade point average of B (3.0 on a 4.0 scale) or its equivalent for (a) all courses completed; or (b) courses completed during the last two years of the curriculum.3. A grade point average of B+ (3.5. on a 4.0 scale) or its equivalent based on (a) the average of the required courses completed in the major field; or (b) the required courses in the major field completed during the final 2 years of the curriculum.4. Election to membership in one of the national honorary societies (other than freshman societies) that meets the requirements of the Association of College of Honor Societies. Specialized Experience - Adapting practices and techniques to specific situations; adjusting and correlating data; recognizing discrepancies and deviations in results; following operations through a series of related detailed steps or processes; making tentative and preliminary selections; adapting engineering alternatives and/or after approval by the supervisor, carrying out a sequence of details. You must have completed all requirements for a master's degree or equivalent degree. EXPLANATION OF TERMSAn academic year of undergraduate education is defined as 30 semester hours, 45-quarter hours, or the equivalent in an accredited college or university or 36 weeks at an accredited business, technical, vocational, or qualifying educational institution for at least 20 classroom hours per week. An academic year of graduate education is defined as 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement or the number of credit hours that the school attended has determined to represent 1 academic year of full-time study.Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
